After graduating from the Air Force Academy, Tom deployed to Iraq and Afghanistan to lead teams of medics into combat. He saw the suffering and injustice there firsthand, which reinforced his lifelong commitment to putting service before self. His devotion led to him fighting forest fires here in the U.S., working with a veteran-led NGO’s in a Syrian refugee camp, and responding to an earthquake in Ecuador. Tom has seen how powerful an act of service can be—and how challenging, yet rewarding, it can be to create positive change. The divisiveness of the 2016 presidential election made Tom realize that his service was needed back home. After helping a fellow veteran run for Congress, Tom decided to join the fight himself. He moved to Montgomery County and now works with veterans in Congress to craft bipartisan legislation as the Policy Director for the For Country Caucus. Tom established deep roots in Burtonsville, and he and his wife Amy became foster parents in 2020. With two young kids in our public school system, Tom will fight to create a better future for all our children.
  • I’ve been a public servant for two decades, and I’ve gotten bipartisan legislation done. This isn’t new to me. But I have fresh energy to serve this district, 100% all in.
  • I’ve talked to thousands of my neighbors and they keep telling me the same thing- why are we the forgotten District in MoCo? If you entrust me with your vote, I will work each and every day to better the lives of my neighbors and make sure our voice is heard loud and clear in the county and in Annapolis.
  • Tom Smith led medics into combat in Iraq and Afghanistan—he’s seen what weapons of war like the AR-15 can do, and they have no place on our streets. He will pass legislation to end gun violence so that no parent has to worry about their child’s safety at school.
MoCo is doing well for some, but not all. Despite being in one of the wealthiest counties in America, there are still areas of this district that are being left behind, and Tom is committed to working for them. The wealth gap has increased, especially in communities of color, where 80% of families do not earn a livable wage and child poverty is skyrocketing.

Tom is spending the month of February 2022 conducting a listening tour of D-14: knocking on doors and making phone calls to voters to hear the issues that matter most before issuing a more detailed policy platform. Tom knows that Democrats need to do more outreach in our immigrant, foster, and unhoused communities to make sure everyone has a voice at the table.
Courage and Compassion.

Servant Leadership on the front lines

Making the system work for all of us
Accessibility: I aim to be the most accessible state legislator in Maryland. Our campaign is knocking on 30,000 doors and making 100,000 phone calls to hear what issues matter most to residents of D-14 & to make everyone's voice heard. Shoot me an email or give me a call.

Servant Leader: With over two decades of public service, including leading teams of combat medics in Iraq and Afghanistan, as a refugee aid worker, and as a fire fighter, I know what it means to serve on the front lines.

Coalition-Builder: As Policy Director for the veteran-focused For Country Caucus, I've built coalitions that passed impactful legislation for working families.
I was in High School English class when I saw on CNN at 9:59am when the South Tower collapsed on 9/11. That solidified my desire to serve, first as a combat medic, then as humanitarian aide worker. It also instilled in me the hope, that during difficult times, the #1 job of a leader, at any level, is to unite people on a common cause and mission.
My favorite book is Viktor Frankl’s “Man’s Search for Meaning”. He first highlights the amazing perseverance of the human spirit. He then shows that the absolute best thing one can do for someone that has been through any type of trauma is to support them in finding the meaning in their suffering and how they can use it to best serve others.
Let's be clear up front: we need a diversity of backgrounds in the Maryland General Assembly. I think my two decades of public service experience, including as a Combat Medic, refugee aid worker, fire fighter, and working on bipartisan legislation as Policy Director of the veteran-focused For Country Caucus in the US House has helped me to better understand the maze of how to get legislation passed, so I can hit the ground running for D-14 on Day 1. I also think there are plenty of great leaders who run for the assembly that come from non-government or political backgrounds, and we need those voices too.
Getting legislation passed through the Maryland General Assembly and signed into law requires tremendous coalition building, which ultimately comes down to relationships. Coalition building is all about maintaining trust & working toward a common goal. I know the power of relationships, from leading teams of combat medics in Iraq and Afghanistan, to getting bipartisan legislation passed at the federal level, to being a husband and foster parent to two boys.
As the former Policy Director for the veteran-focused For Country Caucus in the US House, I've worked across the aisle to get real legislation accomplished. I will focus on kitchen table issues that unite all Americans: good jobs, affordable housing and healthcare, good public schools, and a government system that works for all of us and serves the vulnerable, too. I will build coalitions that move the ball forward for working families in both the near and long term. At the same time, I won't allow great to be the enemy of good. Sometimes, compromise is a necessary bargaining strategy to get good things done: as long as you remain uncompromising on your values while winning the best possible deal for working families.
