John S. Unpingco was the chief judge of the United States District Court of Guam from 1992 to 2004. He was appointed by George H.W. Bush in 1992 and served until 2004.[1]
Education
Upingco earned his B.A. from St. Louis University and his J.D. from New York University. He also holds a M.B.A from New York University and a M.L. from Georgetown University.[2]
