Carl E. McGowan (1911-1987) was a federal judge on the United States Court of Appeals for the District of Columbia Circuit.

McGowan was nominated by President John F. Kennedy on January 15, 1963, to a seat vacated by Henry Edgerton; he was confirmed by the Senate on March 15, 1963, and received his commission on March 27th. He served as chief judge for a brief stint during 1981 before he assumed senior status on August 31st of that year. He served until his death on December 21, 1987.[1]
