Legislative Ethics Committee, New Hampshire State Legislature
The Legislative Ethics Committee is a standing joint committee of the New Hampshire General Court.[1]
Per state statute, the Speaker of the House, President of the Senate, House Minority Leader, and Senate Minority Leader each appoint one member from their respective chambers. Additionally, three members of the public are appointed to serve on the committee, one appointed by the Speaker, one by the President, and one appointed jointly by all four legislative leaders mentioned above. Appointments must be made no later than December 31 following a general election. Members may be removed from the committee only with good cause and by a unanimous vote of the other committee members.[2]
At least one member of the committee must be an attorney who is a member of the New Hampshire bar. No lobbyist registered with the secretary of state may serve on the Legislative Ethics Committee unless it has been more than six months since he or she was last registered.[2]

Function
State statute establishes the following functions of the Legislative Ethics Committee:
“ | [T]o develop standards for legislative ethics and resolve, through procedures established in this chapter, issues, questions or complaints involving legislators and legislative staff and officers. The committee shall have the power to investigate allegations of improper conduct as set forth in this chapter.[2][3] | ” |
“ | The committee shall provide the executive branch ethics committee with copies of all publicly issued guidelines, procedures, decisions, and opinions.[2][3] | ” |
