Julie Johnson (D) defeated nine other candidates in the Democratic primary for Texas' 32nd Congressional District on March 5, 2024, receiving 50.4% of the vote. Johnson and Brian Williams (D) led in endorsements and fundraising. The Dallas Morning News described the two as "pulling away from the pack in the scramble for Rep. Colin Allred’s Dallas-based congressional seat."[1]

Johnson was an attorney who had served in the state House since 2019.[2] She said her policy priorities were abortion, healthcare, firearms regulations, and education.[3] Johnson's endorsers included the American Federation of Teachers, EMILY's List, and the Texas State Fraternal Order of Police.[4] As of February 23, 2024, Johnson had reported $1,226,781 in fundraising.

Williams, a trauma surgeon, became involved in political activism after leading the surgical team responsible for treating victims of the July 2016 shooting attack on Dallas police.[5] Williams said he would bring his experience as a trauma surgeon to Congress and listed firearms, healthcare, and abortion as policy priorities. His endorsers included Serve America, VoteVets, and Healthcare for Action.[6] As of March 4, 2024, Williams had reported $1,105,954 in fundraising.

Also running in the primary were Callie Butcher (D), Raja Chaudhry (D), Alex Cornwallis (D), Kevin Felder (D), Zachariah Manning (D), Jan McDowell (D), Justin Moore (D), and Christopher Panayiotou (D).

As of March 4, 2024, The Cook Political Report with Amy Walter, Inside Elections with Nathan L. Gonzales, and Larry J. Sabato's Crystal Ball all rated the general election as Solid/Safe Democratic. A Daily Kos analysis of the district following the 2020 round of redistricting found that Joe Biden (D) received 65.7% of the 2020 presidential vote in the new 32nd District and Donald Trump (R) received 32.7%.

Incumbent Colin Allred (D), first elected in 2018, ran for U.S. Senate rather than seeking re-election.

Callie Butcher (D), Raja Chaudhry (D), Alex Cornwallis (D), Kevin Felder (D), Zachariah Manning (D), Jan McDowell (D), Christopher Panayiotou (D), and Brian Williams (D) completed Ballotpedia's Candidate Connection survey. To read those survey responses, click here.

Submitted Biography "I'm a mom, a community leader, and an accomplished attorney. I have a passion for justice and equality, and I spend my time advocating for underserved communities, promoting diversity, and empowering small businesses and non-profits. I have spent countless days traveling to Austin to defend the rights of Texans--especially the heavily targeted LGBTQ+ community--and have experienced firsthand the attacks on Texan’s freedoms. As a trans woman and mother of young twin boys, I take those attacks personally. And as a 9th-generation Texan, I know these are not our values. I am a proud graduate of the University of Texas Cockrell School of Engineering, where I studied Electrical Engineering and was the President of Eta Kappa Nu (the Electrical Engineering Honors Society). I then attended the University of Texas School of Law, where I received my JD. I began her legal career as an associate at the international law firm Sidley Austin LLP. In my time there, I amassed a plethora of legal and business experience while representing public and private companies, many of the largest companies in the world, including Apple, Microsoft, and Amazon, among others. Throughout my career, I have maintained an active pro bono docket, including representation in immigration and asylum cases, representation of non-profits, representation of prisoners in Section 1983 cases, and assisting with trans client’s name and gender corrections."

People over Power: It's time to put people over power, tax the rich, and invest in healthcare, child care, education, affordable housing, and climate solutions. Let’s get money out of politics, reject the influence of lobbyists, take action on gun violence, and build an America where everyone, regardless of race, age, or income can feel welcomed and respected.

Medicare for All and Bodily Autonomy: Healthcare is a human right, and we must guarantee access to high-quality, equitable care to everyone regardless of race, gender, medical history, income, or immigration status. Further, we we must guarantee the right of individuals to control medical decisions around their own bodies. From fertility care and abortion to gender-affirming care, we must stop politicians from intervening in private decisions that should be made between a doctor and the patient.

LGBTQ+ Rights Now: It's time to enact the Equality Act, put end to employment and housing discrimination based on sexual orientation, gender identity, or gender expression, and guarantee the rights of transgender people to access care and live free from discrimination.

Political Office:

Biography:  Johnson graduated from the University of Texas at Austin with a bachelor's degree in history and government in 1987 and from the University of Houston Law Center in 1991. Johnson began practicing law in 1991 and founded Van Wey & Johnson, L.L.P., in 1995. As an attorney, Johnson specialized in family law, personal injury cases, and, more recently, mediation.

Key Messages

The following key messages were curated by Ballotpedia staff. For more on how we identify key messages, click here.

Johnson described herself as an experienced legislator and campaigner and said her election to the state House in 2018 over a Republican incumbent and her sponsorship of a bill that would have expanded Medicaid in Texas were examples of how she "already [knew] how to get the job done and how to win the toughest battles".

Johnson said she was "running for Congress because our communities are under attack" and identified opposing restrictions on abortion, supporting restrictions on firearms, reducing the cost of healthcare, and stopping "the extremist agenda that’s pushing hate and divisiveness" as policy priorities.

Johnson described herself as a fighter and said she had "earned a reputation for going toe to toe with the crooked and powerful" as a legislator, including by helping to prevent the passage of 76 out of 77 bills she described as anti-LGBTQ in the legislative session before the election. Johnson said she had "defended workers, stood up for the mentally disabled, helped students who were taken advantage of by for-profit universities, and fought for equality for female athletes" as an attorney.

Gun safety is paramount, especially when it comes to assault rifles. While I don’t propose banning all guns or the right to carry, I believe in regulating weapons like assault rifles. Mandatory mental health screenings are crucial, as mental health issues combined with owning a deadly weapon can be dangerous. Additionally, I advocate for requiring a license to carry a gun, similar to driving a car. I will push for a “National No-Gun Sales List” like the “National No-Fly List”, in which would further enhance accountability and prevent loss of life. Prioritizing gun accountability, training and safety awareness will protect our communities and make us stronger and safer overall.

A woman should have the fundamental right to make choices regarding her body and healthcare. It is crucial to recognize and respect a woman’s decisions about her reproductive health. Women should have the right to access safe and legal reproductive healthcare options, including contraception and family planning services. Supporting a woman’s right to choose means recognizing that each woman’s situation is unique, and she is best equipped to make decisions about her own health, body, and future in consultation with her healthcare provider, loved ones, and faith beliefs.

Submitted Biography "I’m an Air Force veteran, trauma surgeon, and gun safety advocate. I’m also a father and a husband, and I’m running for Congress in TX-32 to build safer and healthier communities – across Texas and the country – for all families. I will be the very first trauma surgeon in Congress and the first Black doctor to vote in Congress. With an epidemic of gun violence that is the leading cause of death for our children, healthcare that is inaccessible to millions of Americans, and attacks from extremist Republicans on our most basic rights, we need leaders with frontline experience who have seen how these crises impact patients and families firsthand. In addition to my work as a trauma surgeon and in the Dallas community, I worked with Democratic leaders in DC to make quality healthcare more accessible and pass gun safety legislation – including the Bipartisan Safer Communities Act, the most significant gun safety bill in a generation. I’m ready to bring what I’ve learned during my lifetime of service to Congress and to advocate for the people of Dallas and their families."

There’s never been a trauma surgeon in Congress before, and with gun violence the leading cause of death for our children, we need one. As a trauma surgeon, I’ve had to pronounce far too many children dead on arrival due to gun violence, and I've seen the devastating damage inflicted by firearms (especially assault weapons like the AR-15) firsthand. I’ve also researched solutions and worked with Democratic leaders to pass gun safety legislation – so I know we can save lives. We need bold leaders who will stand up to the gun lobby. I will vote to reinstate the assault weapons ban, require universal background checks, implement red flag laws, and raise the minimum age to purchase a firearm to 21.

I worked in safety-net hospitals in Dallas and across the US, and I’ve seen firsthand that quality healthcare is out of reach for millions of Americans. I’ve treated patients who could not afford essential medications, who needed amputations because they couldn’t access basic preventative care for diabetes, and who fought with insurance companies to cover life-saving operations for their loved ones. I’ll work to make healthcare more affordable by voting to offer a public option for health insurance, allowing reimportation of FDA-approved drugs from Canada at lower prices, and capping the cost of insulin at $35 a month for all Americans.

Republican extremists continue to vote to strip away our most fundamental rights. I’ve operated on women facing death due to reproductive emergencies, and it is unacceptable any person would be denied life-saving care. I’ll vote to codify Roe v. Wade, work to make birth control and family planning services more accessible, and fight back against all Republican attacks on reproductive freedom. I’ll also work to strengthen our democracy, because protecting reproductive rights – and every American's right to live in a safe and healthy community – requires that we safeguard our hard fought voting rights year round.

I want to find a solution to the gun epidemic in this country. There are too many people being slaughtered with military grade assualt rifles. I don't buy the argument that the second amendment allows individuals to own assualt rifles. I want to raise the age limit to buy guns to 21, have a 60 day wait period and attach a liability insurance policy to the gun and the owner for any shootings and deaths that occur as a result of shooting that gun

We need comprehensive immigration reform. We must stop the mass illegal immigration into the United States. We have to fix our immigration system and create a legal path to citizenship. The current immigration influx of illegal immigration is unsustainable and untenable.
I am personally passionate about the following areas for the well-being and progress of our society;

1. I believe women should have access to comprehensive reproductive healthcare that empowers them to make decisions about their health and the unviable embryo/fetus.

2. Taxpayer money should not go to fund private school vouchers.

3. We must protect and expand voting rights to strengthen our democracy.

4. Implementing common-sense measures for gun safety can reduce violence.

5. Prosperity can be achieved through economic growth, job creation, and equitable opportunities.

6. We must address immigration reform and the Texas/Mexico border.

7. Seniors must be our priority when it comes to social security and healthcare.

8. Equity and inclusion are vital for a just society, addressing disparities and promoting equal opportunities for all.

9. Affordable medication is essential for a healthy America.

10. Mental health and homelessness has to be addressed.

By prioritizing these areas, we can create a fair, just, and inclusive society where everyone has the chance to thrive.
Climate change

Gun safety Women's right to choose Strengthening and ensuring our democracy An economy build from the bottom up and the middle out

I am passionate about making life better for poor and working-class North Texans (and Americans). I stand for better wages and jobs, a fair judicial system, the elimination of predatory business practices, better education, universal healthcare, and upward mobility into the middle-class. I am also passionate about foreign policy: I believe in ending unnecessary military interventions/wars which only enrich the Military Industrial Complex, corrupt our government officials, needlessly cost lives, and emit more greenhouse gases annually than most countries.
In addition to preventing gun violence, improving healthcare access, and protecting reproductive freedoms, I’m passionate about protecting our democracy, taking care of our veterans, and taking action on climate change. It’s vital we elect servant leaders who will put people above party and tackle these issues.

Protecting our democracy requires holding every individual who has sought to thwart it in recent years accountable and making it easier––not harder––for all Americans to vote. In Congress, I’ll support the John Lewis Voting Rights Act to protect our hard fought voting rights and prevent further attacks on them from extremists.

To take care of our veterans, here in TX-32 and across the country, I’ll work to improve our heroes’ access to high quality healthcare, reduce the stigma surrounding mental healthcare, and fight to save lives from the epidemic of veteran suicide.

Finally, as a Representative in Congress, I will promote measures to continue expanding Texas’ clean energy economy and will work to protect the Dallas residents most affected by climate change. Fighting climate change and its effects on Texans is not only a long-term imperative - it is a transformational economic opportunity that can lead to the creation of new jobs and businesses, higher wages, and stable careers for our communities.

My Mother Her strength and hard work inspires me to this day.
I look up to Dr. Martin Luther King Jr. I would like to follow his example of challenging the government to live up to the words of the U S Constitution. African Americans are stilled treated as 2nd class citizens in the United States and that has to change. I am willing to fight for that change.
I have always looked up to my parents, Charlie Ruth Manning and George Manning Jr. They have been incredible role models for me. Their hard work and dedication in the various jobs they held and businesses they owned have been a great inspiration. Seeing their commitment and perseverance has motivated me to strive for success in my own endeavors. I have learned the value of discipline, determination, and a strong work ethic from their example.

My mother’s strong spirituality and my father’s humbleness have also had a profound impact on me. Their unwavering belief and devotion have shaped my own beliefs and values. I have been inspired to seek meaning and purpose in my own life, just as they have in theirs. Their quiet strength and deep faith have been a guiding light for me as I navigate my own path.

Following in the footsteps of my parents is a way for me to honor their legacy and continue their values. I strive to emulate their hard work, spirituality, and faith in my own life. By doing so, I hope to carry forward the lessons they have taught me and make a positive impact in my own life and the lives of others.

Having such incredible role models in my parents is truly a blessing. I hold them in the highest regard and am grateful for the values they have instilled in me. By following their example and incorporating their values into my own life, I am confident that I can continue their legacy and create a meaningful and fulfilling life for myself.
I look up to my father, an undereducated Cypriot immigrant turned successful entrepreneur, and my maternal grandfather, a WWII veteran and medical doctor. These are self-made men of integrity, and it's their examples that I look to follow. I don't have any politicians to list here, because I do not like politicians.
Book. A Nation of Nations by Tom Gjelten
The Color of Law
I would recommend the film “The Matrix” to someone who wants to understand my political philosophy. While the movie itself is not directly related to any specific political party, it explores themes of reality, perception, and the dangers of being trapped in a false reality.

In my view, some Republicans seem to be stuck in a reality of falsehoods, where they may be resistant to accepting certain truths or evidence that contradicts their beliefs. This can be concerning, as it hinders progress and prevents us from addressing important issues based on factual information.

“The Matrix” serves as an allegory for questioning and challenging the narratives that we are presented with. It encourages critical thinking and the pursuit of truth, even if it means challenging our own preconceived notions or the dominant narratives within our political party.

By recommending this movie, I hope to spark a deeper understanding of the importance of seeking truth and being open to accepting realities that may challenge our beliefs. It is crucial to rely on evidence, facts, and objective investigations to form an accurate understanding of events and issues, rather than being trapped in a distorted perception of reality.

Ultimately, my recommendation of “The Matrix” as a film to understand my political philosophy stems from my belief that it is vital to question and critically evaluate the narratives we encounter, and to prioritize truth and evidence in shaping our perspectives and decisions.
My memoir, The Bodies Keep Coming: Dispatches from a Black Trauma Surgeon on Racism, Violence, and How We Heal, was published in 2023. You can check it out from your local library to read more about my experience operating on victims of the gun violence epidemic and treating patients whose conditions led to surgery because they couldn’t access quality healthcare. I also discuss in detail my work with Democratic leaders to pass the Bipartisan Safer Communities Act after the mass shooting at Robb Elementary in Uvalde and provide solutions to this crisis and our broken healthcare system.

I want my legacy to be a champion for working Americans
Iran Contra Affair 24
The Mayor of Gary, Indiana, my hometown, became the first black mayor in america. I was 8 years old.
One significant historical event that has occurred in my lifetime in America is the September 11 attacks in 2001 when I was 31 years of age.

On September 11th, 2001, a series of coordinated terrorist attacks were carried out by the extremist group Al-Qaeda. Four commercial airplanes were hijacked, with two of them flown into the Twin Towers of the World Trade Center in New York City, causing their collapse. Another plane crashed into the Pentagon in Arlington, Virginia, while the fourth plane, United Airlines Flight 93, crashed into a field in Pennsylvania after passengers attempted to regain control from the hijackers.

The attacks resulted in the deaths of nearly 3,000 people and had a profound impact on the United States and the world. It led to significant changes in national security policies, the establishment of the Department of Homeland Security, and military operations in Afghanistan and Iraq.

The September 11 attacks marked a turning point in history, shaping both domestic and foreign policies and influencing global security dynamics.
Sales clerk - Kroger 1 year.
I was a janitor for about 2 years.
My very first job is one that I still have as of today began at a young age. I started working in our family business on rental properties. From the 3rd grade onwards, I would collect rents, assist with painting, and handle maintenance and repairs. This early exposure to the world of business and entrepreneurship had a profound impact on me, which led me to invest in my first property at 17 years of age.

Working in our family business taught me the value of hard work and instilled in me a strong work ethic. I learned the importance of taking responsibility and being accountable for my actions. It also taught me the significance of working together as a team to achieve common goals. These experiences shaped my perspective on the importance of collaboration and cooperation in any endeavor.

Furthermore, my early involvement in business allowed me to develop critical thinking skills. I had to make decisions regarding property management, budgeting, and problem-solving. These experiences taught me to think analytically, evaluate different options, and make informed choices. I learned to assess risks and rewards, which has been invaluable in my later endeavors.

Through my journey, I have come to understand the importance of young people discovering their calling in life. Finding one’s passion and purpose is crucial for personal fulfillment and success. Hard work plays a vital role in this process. It is through hard work that we develop skills, gain experience, and uncover our true interests and talents. Hard work also teaches us resilience, determination, and the ability to overcome challenges.

I believe it is essential to instill in young people the value of hard work and the rewards it can bring. By encouraging them to explore different fields, take on challenges, and persevere through difficulties, we empower them to discover their true passions and pursue fulfilling careers. Hard work lays the foundation for growth, achievement, and self-confidence.
My first job was working in my father's restaurant, doing data entry (sales, time cards, etc.) and on busy nights, bussing tables or washing dishes.
After graduating from the United States Air Force Academy, I was a commissioned officer in the Air Force. I served six years as an aeronautical engineer, in the capacity of a flight test engineer and a director of special projects. I left the Air Force to pursue a calling in medicine, but remained in the Air Force Reserve for an additional nine years.
Why Nations Fail: The Origins of Power, Prosperity, and Poverty by Daron Acemoglu (Author), James A. Robinson (Author)
Evicted by Matthew Desmond. This book delves into the lives of several families that face problems in housing that result into eviction. I think many elected officials should read this book to get a clear understanding of the housing crisis and evictions that are plauging our society in america.
I don't have a favorite book, but self-help and how-to books are my favorites because they have a profound impact on improving my life. These types of books provide valuable insights, practical advice, and actionable steps that empower me to enhance various aspects of my life.

By delving into these books, I gain valuable tools and strategies to navigate challenges, overcome obstacles, and ultimately lead a more fulfilling and successful life.

How-to books, on the other hand, provide practical instructions and step-by-step guidance on specific topics. They equip me with the knowledge and skills needed to accomplish various tasks or pursue specific interests. Whether it’s learning a new hobby, mastering a professional skill, or understanding a complex subject, these books serve as valuable resources that empower me to expand my capabilities and achieve my goals.

My love for self-help and how-to books reflects my dedication to personal growth and continuous learning. By immersing myself in these books, I actively seek knowledge and insights that can positively impact my life.

Furthermore, I am currently in the process of writing a health book about how to stay healthy. This endeavor showcases my commitment to sharing my knowledge and experiences with others, with the aim of helping them lead healthier lives.

By writing a health book, I am contributing to the wealth of information available to individuals seeking guidance on maintaining their well-being. My book will not only provide valuable insights and practical tips, but it will also inspire and motivate readers to take proactive steps towards improving their health.

National Anthem.
man in the mirrior by Michael Jackson
The last song that got stuck in my head is “People Are Good” by Depeche Mode. The lyrics delve into a recurring theme in the band’s music, which is the complex nature of humanity. The song explores the belief that, despite the flaws and mistakes people make, there is inherent goodness in everyone. By repeatedly telling oneself and others that “people are good,” the lyrics suggest a search for hope and a refusal to give up on the potential for compassion and understanding. The opening verses set the tone as the narrator admits to constantly reminding oneself that people are inherently good. This repetition emphasizes the perpetual struggle between acknowledging the mistakes individuals make and understanding the motivations behind their actions. The lyrics suggest that when people slip up, it is not necessarily an intentional act of harm, but rather a result of human fallibility.
Making sure that I keep providing for those who depend on me.
Understanding racism and discrimination has been a struggle in my life.
I understand that finding a work-life balance can be a challenge for me, especially when I am such a dedicated provider for my family and community. It is commendable that I prioritize taking care of my loved ones and contributing to my community, but it is also important for me to prioritize my own well-being.

I often struggle with separating work and personal life. The demands of work can often spill over into my personal time, making it difficult for me to fully disconnect and recharge. However, I recognize the importance of finding a balance that allows me to fulfill my responsibilities while also taking care of myself.

Thankfully, my faith has been a guiding force in helping me find that balance. It provides me with a sense of direction and offers solace during challenging times. My faith reminds me to prioritize self-care and allocate time for personal and family needs. It helps me set boundaries, establish priorities, and find moments of peace and reflection amidst the busyness of life.

To achieve a better work-life balance, I have implemented some strategies. First, I have clearly defined my boundaries and communicated them to my employer, colleagues, and family. This helps others understand my limitations and respect my personal time. Additionally, I have established a routine that includes dedicated time for work, family, and self-care. This structure allows me to allocate time for all aspects of my life.

I understand that finding a work-life balance is an ongoing process and may require adjustments along the way. I regularly assess my priorities, evaluate how I am spending my time, and make necessary changes to maintain that balance. By taking care of myself, I have the energy and resilience to continue being a dedicated provider for my family and community, while also finding fulfillment in my personal life.
The US Congress makes laws that affect the daily lives of all Americans.
Each Representative comes from a different community, background, socioeconomic background and race that makes the House of Representatives a melting pot of our society.
The U.S. House of Representatives has key qualities that make it unique:

1. Direct representation: Elected by popular vote, House members provide direct representation to the people, ensuring citizens have a say in their representation. 2. Proportional representation: The House reflects the population, with each state having representation based on its population size, balancing the voice of larger and smaller states. 3. Regular elections: House members serve two-year terms, ensuring close connection and accountability to constituents. 4. Legislative power: The House holds significant legislative power, initiating revenue-related bills and articles of impeachment, shaping legislation that directly affects the people. 5. Committee system: The House operates through specialized committees, allowing representatives to focus on specific issues, develop expertise, and thoroughly examine legislation. 6. Speaker of the House: The Speaker, elected by the majority party, leads the House, setting the agenda, guiding debates, and representing the institution. 7. Reflecting diversity: The House represents diverse backgrounds, perspectives, and experiences, ensuring a legislative body that mirrors the diversity of the American people.

These qualities highlight the unique nature of the U.S. House of Representatives, emphasizing direct and proportional representation, regular elections, legislative power, the committee system, the role of the Speaker, and the importance of diversity.
It is the voice of the people, due to the smaller-than-the-Senate constituencies, and the two-year terms. When the people are fed up, the House is the quick way the people can change their representation.
Not necessarily.
Absolutely
I believe it is beneficial for the U.S. House of Representatives to have members with real-world experience in business, project management, and government. Here’s why:

1. Practical knowledge and expertise: Real-world experience brings valuable practical knowledge to understand complex issues and make informed decisions. 2. Problem-solving skills: Individuals with real-world experience often possess strong problem-solving skills, enabling them to find practical solutions to the challenges faced by the House. 3. Understanding of the economy and job creation: Representatives with business experience have a deeper understanding of the economy and factors driving job creation. This knowledge informs policymaking decisions related to economic growth, taxation, and regulations. 4. Efficient resource management: Individuals with project management and government experience excel in managing resources effectively, including budgeting, cost-effectiveness, and ensuring accountability with taxpayer resources. 5. Balancing politics and public interest: Diverse experiences help representatives prioritize the public interest and the will of the people over political considerations. Real-world experience focuses on achieving practical outcomes and making decisions based on what is right for the country.

It’s important to note that differing opinions exist, with some emphasizing the importance of political experience and understanding of the legislative process. Striking a balance between backgrounds and perspectives leads to a well-rounded and effective legislative body.
I think that it can be beneficial, but that it is not mandatory. Sometimes a fresh perspective is better than lots of experience at doing things "the way we've always done it."
I believe experience in government and politics is only beneficial in knowledge of procedure. The longer one spends in politics and government, the more likely they are to conform to the status quo, cave to moneyed interests, or become more concerned about their own advancement rather than that of the constituents.

In my perception, the United States will face several significant challenges over the next decade. One of these challenges is addressing the Supreme Court and the influence of right-wing views. The Supreme Court plays a crucial role in shaping the nation’s laws and policies, and ensuring its independence and impartiality is essential. The appointment of justices with diverse perspectives and a commitment to upholding justice and fairness is vital for maintaining public trust in the judiciary.

Equity and fairness for all will also be a significant challenge. Achieving true equality and ensuring that all individuals have equal opportunities and protections is an ongoing struggle. This includes addressing systemic inequalities in areas such as education, employment, criminal justice, and healthcare. Promoting diversity, inclusion, and social justice will be key in creating a more equitable society.

Preserving Social Security is another challenge that the United States will face. As the population ages, ensuring the long-term sustainability of Social Security and providing for the needs of retirees will be crucial. Developing sustainable funding mechanisms and exploring innovative solutions will be necessary to maintain this vital social safety net.

Addressing the state of public schools and education is another pressing challenge. Providing quality education for all children, regardless of their background or socioeconomic status, is essential for the future of the nation. Investing in education, supporting teachers, and addressing educational disparities will be critical in preparing the next generation for success.

Mental health and homelessness are also significant challenges that need attention. Providing accessible and affordable mental health services, reducing stigma, and addressing the root causes of homelessness are essential for improving the well-being of individuals and communities.
Preserving our home planet has to be at the top of the list, since the alternative is unimaginable. Also, we need to become a nation that is truly governed by majority rule. No gerrymandered maps to skew the representation, and no filibuster in the Senate that means that a 59-41 vote is "won" by the 41. The voice and rights of the minority must be respected and acknowledged, but the majority must ultimately make the decisions.
The war machine/our foreign policy: exhausting our money, lives and resources, pushing us toward war with nuclear powers, and causing the rest of the world to abandon the dollar and distance themselves from the U.S.

Artificial Intelligence replacing tens of millions of jobs, leaving millions of Americans in poverty.

The corporate capture of our government and the squeezing of working people, through taxes, fees, inflation.

The surveillance/police state eroding our rights as Americans.
Yes.
No, two years is too short. I think 8 years should be the limit.
I personally believe that two-year terms are not the right fit for the U.S. House of Representatives. In my view, we should have four-year terms for representatives because the short duration of two years does not provide enough time to effectively implement legislation. It often results in representatives spending one year working and the other year campaigning for re-election. I believe that longer terms would allow representatives to focus more on their legislative responsibilities.

Additionally, I am in favor of imposing a maximum number of years that individuals can serve in Congress. I believe that term limits are necessary to prevent the consolidation of power and encourage fresh perspectives and ideas. By limiting the number of years in office, we can ensure a healthy turnover of representatives and prevent the potential issues associated with long-term incumbency.

It’s important to make sure the terms are staggered like senate terms so that all representatives are not up for re-election at the same time in any one given state.

I have mixed feelings on two year terms. I believe in the short terms as the most direct voice of the people, but two year terms often have representatives spending more time campaigning for the next election than working on behalf of the people.
I am for Term Limits. Term Limits ensures an evolving leadership and opportunities for broader base of candidates.
I support term limits. A poltical office should not be a place where an elected official stays for 30 years.
I appreciate the perspective on term limits for the US House of Representatives. I can see myself agreeing to three or four terms of four years. The current two-year terms do seem to limit the time representatives can dedicate to their duties. With the constant need to campaign for re-election, it can be challenging to focus on the issues at hand and effectively address the concerns of constituents.

Extending the term length to four years would provide representatives with more time to work on legislation and policies, allowing for a more sustained and focused approach. This longer term could promote stability and continuity in Congress, as representatives would have the opportunity to develop expertise, build relationships, and pursue long-term goals.

Implementing term limits in addition to the longer term length could help prevent the consolidation of power and encourage fresh perspectives and new voices in Congress. It would ensure that elected officials do not become disconnected from their constituents and bring a level of accountability to the position.

However, it is important to carefully consider the potential drawbacks as well. Longer terms may reduce the frequency of accountability through elections, which is an essential aspect of democratic representation. It is crucial to strike a balance between providing representatives with enough time to make meaningful contributions and ensuring that they remain accountable to the people they serve.

Overall, I agree that the question of term limits for the US House of Representatives is complex and requires careful consideration. Extending the term length to four years while implementing term limits offers a potential solution that addresses some of the concerns associated with the current system. Further discussion and examination of the potential benefits and drawbacks would be necessary to make an informed decision.
Before setting a mandated limit, I would prefer to allow voters to make that choice. If maps were fair (no gerrymandering) and campaign finance laws were strengthened, then each representative would have a fair election every two years. If voters want that legislator to continue, then so be it. Otherwise, the voters will have a reasonable opportunity to replace them.
I support them and signed a pledge to cosponsor and vote for congressional term limits.
Yes. Colin Allred.
Mickey Leland from Texas
I am inspired by and aim to follow in the footsteps of Congressman Colin Allred. Colin Allred’s impressive campaign against Pete Sessions and his current pursuit of a U.S. Senate seat against Ted Cruz showcase his ambition and unwavering dedication to public service. I draw inspiration from his ability to connect with constituents, effectively communicate his policy positions, and mobilize support for his campaigns.

While I aspire to model myself after him, I understand that each political journey is unique, and it is crucial for me to develop my own authentic voice and approach to public service. I am determined to learn from his successes and apply those lessons to my own political aspirations. Thank you for the encouragement, and I will strive to make a positive impact in public service.

The stories that I continually hear are stories concerning educators and staff in public schools having to work multiple jobs just to make ends meet. These stories are truly touching and memorable for me.

I believe that educators play a vital role in shaping the future of our society by laying a strong foundation for our students. It is unjust that they are burdened with financial stress, which can distract them from their primary mission of providing quality education.

To address this issue, I will work tirelessly to secure increased federal funding specifically designated for improving teacher salaries. I will collaborate with fellow representatives, education experts, and stakeholders to develop and support legislation that prioritizes fair compensation for educators.

Furthermore, I will advocate for policies that promote transparency and accountability in how federal funds are allocated to schools. By ensuring that a significant portion of federal funding is directed towards increasing teacher salaries, we can alleviate the financial strain on educators and attract and retain talented individuals in the field of education.

I am committed to fighting for the rights and well-being of educators, understanding that their dedication and hard work are crucial for the success of our students and the future of our nation. Together, we can create an educational system that values and supports our educators and staff, enabling them to focus on what truly matters – providing a quality education for our students.

Pope Francis, Donald Trump, Joe Biden, and a little boy are crossing the Atlantic on an airplane when the engines fail.

They find three parachutes.

Donald Trump grabs the first parachute and jumps out of the plane saying, “The world needs a great person like me!”

Joe Biden grabs a parachute and says, “I need to help make choices for our world”, so he jumps off the plane.

At this point, the Pope and the little boy are on the plane.

The Pope says to the boy, “take the last parachute, I am too old and I’m going to die soon one day.”

“Actually there are two left. Donald Trump took my backpack.”
On some issues.
Yes, compromise is the key to progress in policymaking. It requires give and take on both sides.
Compromise is crucial in the U.S. House of Representatives for effective policymaking. Here’s why:

1. Representation of diverse interests: The House comprises members from various parties and backgrounds. Compromise ensures policies reflect a broader range of opinions and concerns. 2. Achieving legislative consensus: With 435 members, compromise is necessary to pass legislation. It helps bridge partisan divides and create policies that benefit the majority. 3. Addressing complex issues: Many House issues are multifaceted, requiring input from multiple stakeholders. Compromise allows for consideration of different viewpoints and crafting nuanced legislation. 4. Overcoming gridlock and ensuring progress: Compromise breaks through political stalemates, preventing stagnation and enabling necessary reforms. 5. Building trust and fostering bipartisanship: Compromise establishes relationships, bridges gaps, and creates an environment for future collaboration. 6. Reflecting the will of the people: Compromise balances policy preferences, ensuring legislation aligns with the broader interests and needs of the public.

In summary, compromise in the House promotes representation, achieves consensus, addresses complex issues, overcomes gridlock, builds trust, fosters bipartisanship, and reflects the will of the people.
I believe that productive discussion, with a consideration of all relevant input, is the way to approach policymaking. Productive discussion requires that input be based on facts, not on fearmongering. Given those parameters, yes, compromise is the right approach.
Yes, but principles are not to be. We can find common ground, give and take on many things, but there are issues that I am unable, in good conscience, to compromise on. I will not sell out my constituents for powerful interests. I stand on my principles, regardless of party pressure. The well being of those in my district, and Americans beyond it, is not something I will compromise.
It will play an important role as I believe in fiscal responsibility and I would like to be part of any decisions made regarding raising revenue.
Making sure that we as a body are fiscally responsible for citizens tax dollars.
If elected, the power granted by the Constitution for bills raising revenue to originate in the House would play a significant role in my priorities. I have my two proposed bills that I mention on my website ZachariahManning.com, both of which involve raising revenue.

Regarding the first bill, my National Lottery Act, I would work towards creating a fair and transparent national lottery system. The revenue generated from this lottery would be allocated to various important areas such as Social Security, veterans, Medicare, Medicaid, technology innovation, public education, community safety infrastructure, and support for small businesses. Additionally, I would prioritize the inclusion of women and minority-owned businesses in the distribution of funds to promote equity.

My second bill, the Cannabis Health and Taxation Act, the priority would be to legalize cannabis at the federal level. This would involve implementing a taxation system for cannabis products. The revenue generated from these taxes would be directed towards funding important initiatives such as Social Security, veteran initiatives, Medicare, Medicaid, mental health programs, public education, community safety, homelessness initiatives, environmental protections, and support for small businesses. Similar to the first bill, I would emphasize the inclusion of farmers, women, and minority-owned businesses in the cannabis industry to promote equity and ensure equal opportunities.

Overall, the power granted by the Constitution would play a crucial role in my priorities as it would require me to introduce these revenue-raising bills in the House of Representatives. By focusing on these bills, I aim to address important societal needs while also promoting equity and inclusion in the distribution of funds.

Some of my other proposed bills; 1. Gun Safety Act 2. Healthcare Rx Prescription Act 3. Public School Stabilization Act 4. Community Public Safety & Justice Act

5. Homes for Veterans Act
The investigative powers should be used within the existing laws.
Yes
Here are a few key principles that should guide the House in utilizing its investigative powers:

1. Non-partisanship: The House should conduct investigations without bias or favoritism towards any political party or individual. The focus should be on seeking the truth and ensuring accountability, rather than advancing partisan agendas. 2. Transparency: The investigative process should be transparent, allowing the public to have access to information and proceedings. This promotes trust and ensures that the House is accountable to the people it represents. 3. Due process: The House should adhere to principles of due process, providing individuals who are subject to investigation with fair opportunities to present their case, respond to allegations, and provide evidence or witnesses in their defense. 4. Evidence-based approach: Investigations should be grounded in credible and verifiable evidence. The House should rely on facts, expert testimonies, and reliable sources of information to make informed decisions and draw conclusions. 5. Cooperation and collaboration: The House should seek cooperation and collaboration from relevant stakeholders, including government agencies, experts, and witnesses. This helps to gather comprehensive information and perspectives, ensuring a more thorough and accurate investigation. 6. Protection of rights: While conducting investigations, the House should respect the rights of individuals involved, including privacy rights, the right to legal representation, and the presumption of innocence until proven guilty. 7. Accountability: The House should hold individuals and entities accountable for any wrongdoing uncovered during investigations. This may involve recommending legal action, proposing policy changes, or implementing oversight mechanisms to prevent future misconduct.

These principles would help ensure integrity of the process.
We must use House investigative powers to weed out any and all corruption.

The overwhelming support from a diverse range of individuals demonstrates the broad appeal of my campaign and the recognition of my dedication to addressing crucial issues in our district. The fact that I received almost twice the required number of signatures to have my name place on the ballot shows that I have a strong base of support and that voters believe in my ability to continue the positive change that Representative Colin Allred has started.

The inclusion of various stakeholders in this petition, such as parents, teachers, community leaders, veterans, lawyers, police officers, firefighters, real estate professionals, and entrepreneurs, further highlights the widespread support for my candidacy. These individuals represent different sectors of our society, and their endorsement signifies that my campaign resonates with people from various backgrounds and professions.

The issues that I have prioritized in my campaign, such as safety, homelessness, women’s health, education, voting rights, gun safety, and community prosperity, are all critical concerns that affect the everyday lives of the people in our district. Race ratings

See also: Race rating definitions and methods

Ballotpedia provides race ratings from four outlets: The Cook Political Report, Inside Elections, Sabato's Crystal Ball, and DDHQ/The Hill. Each race rating indicates if one party is perceived to have an advantage in the race and, if so, the degree of advantage:

  • Safe and Solid ratings indicate that one party has a clear edge and the race is not competitive.
  • Likely ratings indicate that one party has a clear edge, but an upset is possible.
  • Lean ratings indicate that one party has a small edge, but the race is competitive.[7]
  • Toss-up ratings indicate that neither party has an advantage.

Race ratings are informed by a number of factors, including polling, candidate quality, and election result history in the race's district or state.[8][9][10]

Post-filing deadline analysis

The following analysis covers all U.S. House districts up for election in Texas in 2024. Information below was calculated on 1/29/2024, and may differ from information shown in the table above due to candidate replacements and withdrawals after that time.

In 2024, 164 candidates filed to run for Texas’ 38 U.S. House districts, including 63 Democrats and 101 Republicans. That was 4.3 candidates per district, the lowest number since 2016, when 3.5 candidates ran.

In 2022, the first election after the number of congressional districts in Texas increased from 36 to 38, 5.8 candidates ran per district. In 2020, 6.4 candidates ran, and 5.8 candidates ran in 2018.

The 164 candidates who ran in 2024 were also the fewest total number to run since 2016, when 127 candidates ran. One hundred candidates ran for Texas’ then-36 districts in 2014, the fewest in the decade, while 231 ran in 2020, the decade-high.

Three seats were open. That was the fewest since 2016, when two seats were open. Six seats were open in 2022 and 2020, and eight were in 2018—the decade-high.

Reps. Kay Granger (R-12th) and Michael Burgess (R-26th) retired from public office. Rep. Colin Allred (D-32nd) didn't seek re-election in order to run for the U.S. Senate. Fourteen candidates—10 Democrats and 4 Republicans—ran for the open 32nd district, the most candidates who ran for a seat in 2024.

Thirty-nine primaries—16 Democratic and 23 Republican—were contested this year. That was the fewest since 2016, when 33 were contested. There were 44 contested primaries in 2022, 50 in 2020, and 46 in 2018.

Nineteen incumbents—six Democrats and thirteen Republicans—faced primary challengers this year. That was the same number as 2022, and one more than in 2020.

Three districts—the 9th, the 20th, and the 30th—were guaranteed to Democrats because no Republicans filed to run. Five were guaranteed to Republicans because no Democrats filed to run—the 1st, the 11th, the 13th, the 19th, and the 25th.
