Incumbent Anna Paulina Luna (R) defeated Whitney Fox (D) and Tony D'Arrigo (No Party Affiliation) (Write-in) in the general election for Florida's 13th Congressional District on November 5, 2024. Click here for detailed results.

Before the election, Politico's Kimberly Leonard, Mia McCarthy, and Kierra Frazier wrote, "As the state has gotten more Republican — and Gov. Ron DeSantis pushed through a GOP-friendly map that wiped out battlegrounds — this Pinellas County district is effectively the only seat getting any national attention. ...Nevertheless, it’s the only district in Florida that the Democratic Congressional Campaign Committee has targeted as part of its 'Red to Blue' initiative, meaning it might be Democrats only chance to flip a seat in the Sunshine State."[1]

Luna first ran for Congress in 2020 and lost to then-incumbent Charlie Crist (D) 53.0% to 47.0%. In 2022, Luna defeated Eric Lynn (D) 53.1% to 45.1% in the first election following redistricting after the 2020 census. Under the new map, the district included much of Pinellas County and no longer included parts of St. Petersburg.[2] Before she was elected, Luna served in the U.S. Air Force and worked as the National Hispanic Outreach Director for Turning Point USA. Luna said she supported America First policies, a term often associated with former President Donald Trump (R) and his platform. Luna's campaign website said she supported policies to limit government dependency, taxation, and overregulation. She said, "As someone who has lived experience with the problems that plague many of America's communities, especially low-income and minority ones, I am committed to showing people that there is another way and that big government is primarily the problem, not the solution."[3]

Fox was the communications and marketing director at the Pinellas Suncoast Transit Authority.[4] In Ballotpedia's Candidate Connection survey, Fox said she "understands the hardships facing Florida families. She believes it’s time we had a representative focused on supporting hard working Americans, protecting our fundamental freedoms – including a woman’s right to make her own healthcare decisions, and increasing opportunities for everyone in Pinellas County." Based on third-quarter reports filed with the Federal Election Commission, Luna raised $3.1 million and spent $2.8 million, and Fox raised $2.1 million and spent $2 million. To review all the campaign finance figures in full detail, click here.

Florida's 13th Congressional District was one of 34 congressional districts with a Republican incumbent or an open seat that the Democratic Congressional Campaign Committee (DCCC) targeted in 2024. All 435 House districts were up for election.

At the time of the election, Republicans held a 220-212 majority with three vacancies.[5] As a result of the election, Republicans retained control of the U.S. House, winning 220 seats to Democrats' 215.[6] To read more about the 2024 U.S. House elections, click here.

In the 2022 election in this district, the Republican candidate won 53.1%-45.1%. Daily Kos calculated what the results of the 2020 presidential election in this district would have been following redistricting. Donald Trump (R) would have defeated Joe Biden (D) 52.9%-46.1%.[7]

Entitlements we need to expand and increase! Not decrease and Defund as the Republicans want to do. They have said Many times that they want to cut these programs in order to save money but these programs are FUNDED by the citizens themselves individually so this needs to reflect the needs or the citizens that are paying it. We need to lower the Retirement Age to 55. This give 20 years of Enjoyment of Retirement and also contributes to the workforce ability to expand and get younger. The Golden Years we earned. Vote for someone who supports YOU!


We need to have Healthier foods and lifestyles be easier to attain. The processed food that is ingested in America are not foods that is allowed in many other countries. The reason for this is too many lax laws on what manufacturers can use in our food. This needs to change. Obesity, Cancer, diabetes, ADHD, and many other diseases are said to be contributed by the processed food we ingest.


The Car industry is solely responsible for the bad credit epidemic and the reason why we have hit the HIGHEST LEVELS of Repos EVER. Auto Interest rates need to be CAPPED at 15% and Car Prices need to come back down to Earth. All Inclusive Pricing needs to Displayed and honored. Too many Bait and switches with Dealers RIPPING OFF customers with Market Adjustments and Lowballing Trade in Values. Those dealers need to be punished and fined for such behavior. We need to build a task force to enforce these rules and give ACCURATE Trade in Values. USED CARS NEED TO HAVE a 6 month BUMPER TO BUMPER Warranties on ALL Used Vehicles. This promotes sale of Good Quality Cars and removes the bad cars from our roads.

Healthcare and the Credit rating system have been the largest struggles in my personal life. To elaborate, I have had unfortunately, bad luck when it comes to health. Cancer, coma, broken legs, and other illnesses have slowed me down. With those hospital bills that have exceeded 100k, it made it very hard to purchase vehicles, a home, and did not allow a good credit rating. This is Why Healthcare costs should be fixed so citizens don't have to not only deal with recovering and getting literally back on their feet, they also have to deal with crippling debt that they have to unnecessarily allocate a large portion of their earnings to, in order to stay compliant in credit terms. if they fall behind, it remains on their credit for SEVEN YEARS. Why do people have to LOSE 7 years of their life to buy a home, car, and lose the opportunity to get ahead in life? This has to change, and I plan on fixing it.

Post-filing deadline analysis

The following analysis covers all U.S. House districts up for election in Florida in 2024. Information below was calculated on May 7, 2024, and may differ from information shown in the table above due to candidate replacements and withdrawals after that time.

One hundred three candidates ran for Florida’s 28 U.S. House districts, including 42 Democrats and 61 Republicans. That’s 3.68 candidates per district, less than in the previous three election cycles. There were 5.43 candidates per district in 2022, 4.22 candidates per district in 2020, and 3.86 in 2018.

The 8th Congressional District was the only open district, meaning no incumbents filed to run. That’s the fewest open seats in Florida since 2014 when no seats were open. Incumbent Rep. Bill Posey (R-8th) did not run for re-election because he is retired from public office.

Seven candidates—incumbent Rep. Jared Moskowitz (D-23rd) and six Republicans—ran for the 23rd Congressional District, the most candidates who ran for a seat in 2024.

Thirty primaries—nine Democratic and 21 Republican—were contested in 2024. Thirty-eight primaries were contested in 2022, 29 primaries were contested in 2020, and 31 primaries were contested in 2018.

Fifteen incumbents—two Democrats and 13 Republicans—were in contested primaries in Florida in 2024. That’s less than the 17 incumbents in contested primaries in 2022 but more than the 10 incumbents in contested primaries in 2020.

The 20th Congressional District is guaranteed to Democrats because no Republicans will appear on the ballot. Democrats filed to run in every congressional district, meaning none are guaranteed to Republicans.

Heading into the 2024 elections, based on results from the 2020 and 2016 presidential elections, the Cook Partisan Voter Index for this district was R+6. This meant that in those two presidential elections, this district's results were 6 percentage points more Republican than the national average. This made Florida's 13th the 187th most Republican district nationally.[17]

Noteworthy ballot measures

Two notable ballot measures were on the November 5, 2024, ballot in Florida. One would legalize marijuana possession under three ounces (Amendment 3), and the other would establish a constitutional right to abortion before fetal viability (Amendment 4). A 60% supermajority vote is required for the approval of both amendments.

Observers and officials commented on whether the amendments would increase turnout statewide.

  • Wendy Sartory Link, the Supervisor of Elections for Palm Beach County, said: “A presidential election gets people excited and brings people out. But you might have folks who may not have cared as much or been as motivated to get out to vote for a president or all of the other races. Now, these amendments might just drive them out.”[19]
  • Brad Coker, the CEO of the Mason-Dixon Polling & Strategy firm, said of Amendment 4: "It'll bring out younger voters of all kinds and more white, female voters, both groups which lean heavy Democratic... It’ll definitely help turn out voters in what for many was looking like a lackluster choice in the presidential race between Biden and Trump.”[20]
  • Florida House Minority Leader Fentrice Driskell (D) said: “With voters paying more attention to down-ballot races, I’m optimistic we can have a reverse coattails effect where we start to drive turnout and help improve the numbers at the presidential level.”[21]
  • Republican pollster Ryan Tyson disputed the idea that the amendments would increase turnout for Democrats, saying of Amendment 4: "Nobody is trying to say that abortion doesn’t animate their base to turn out — we’ve seen that everywhere... However, we haven’t seen them turn out voters that wouldn’t have already turned out, like in a presidential year."[22]
  • Sen. Marco Rubio (R) said of Amendment 4: “People are going to vote, they’re going to come out and vote and I don’t think [the abortion rights measure] is going to change any turnout patterns.”[23]

A "yes" vote supported legalizing marijuana for adults 21 years old and older and allowing individuals to possess up to three ounces of marijuana.

Amendment 4

A "yes" vote supported adding the following language to the Florida Constitution’s Declaration of Rights: “… no law shall prohibit, penalize, delay, or restrict abortion before viability or when necessary to protect the patient’s health, as determined by the patient’s healthcare provider.” Amendment 4 maintained the existing constitutional provision that permitted a law requiring parents to be notified before a minor can receive an abortion.

A "no" vote opposed amending the Florida Constitution's Declaration of Rights to provide that the state cannot "... prohibit, penalize, delay, or restrict abortion before viability or when necessary to protect the patient’s health, as determined by the patient’s healthcare provider."
