Mark Steven Davis is an Article III federal judge on the United States District Court for the Eastern District of Virginia. He joined the court in 2008 after a nomination from President George W. Bush. From 2018 to 2025, Davis served as chief judge of the court.[1]

Born in Portsmouth, Virginia, Davis graduated from the University of Virginia with his bachelor's degree in 1984 and from Washington & Lee University's School of Law with his J.D. in 1988.[1]

Davis was nominated to the United States District Court for the Eastern District of Virginia by President George W. Bush on November 15, 2007, to a seat vacated by T.S. Ellis. The American Bar Association rated Davis Unanimously Well Qualified for the nomination. Hearings o Davis' nomination were held before the Senate Judiciary Committee on April 3, 2008, and his nomination was reported by U.S. Sen. Patrick Leahy (D-Vt.) on April 24, 2008. Davis was confirmed on a recorded 94-0 vote of the U.S. Senate on June 10, 2008, and he received his commission on June 23, 2008. Davis became chief judge of the court in 2018.[1][2][3]
