At the federal level, Delaware voters will elect one U.S. Senator, and one U.S. Representative. Incumbent Sen. Tom Carper (D) did not run for re-election. Incumbent Rep. Lisa Blunt Rochester (D) is running for U.S. Senate.

Three state executive offices are up for election: governor, lieutenant governor, and insurance commissioner.

All 41 seats in the state House and 10 of 21 seats in the state Senate are up for election. There are five open seats in the House and no open seats in the Senate.

State analysis

Partisan balance

Both of Delaware's U.S. Senators — Chris Coons (D) and Tom Carper (D) — are Democrats. Incumbent Lisa Blunt Rochester (D) represents Delaware's At-Large Congressional District.

Democrats have a 26-15 majority in the state House and a 15-6 majority in the state Senate.

Because Gov. John Carney Jr. is a Democrat, Delaware is one of 17 states with a Democratic trifecta. It has had this status since 2009, after Democrats won a majority in the state House.

Delaware's attorney general and secretary of state are both Democrats. This means Delaware is one of 20 states with a Democratic triplex.

Following the 2020 presidential election, 57.7% of Delawareans lived in New Castle County, the state's one Solid Democratic county, which voted for the Democratic presidential candidate in every election from 2012 to 2020, and 24.0% lived in Sussex County, the state's one Solid Republican county. Overall, Delaware was Solid Democratic, having voted for Barack Obama (D) in 2012, Hillary Clinton (D) in 2016, and Joe Biden (D) in 2020. According to Ballotpedia's annual state legislative competitiveness report, Delaware had a Competitiveness Index of 22.7, ranking it 40th of the 44 states that held elections.
