In the 2014 and 2016 elections, about 18 percent of incumbent state legislators declined to run for re-election. About one-quarter of retiring incumbents sought election to new office in the same year.

Ballotpedia has collected data on incumbents who ran for statewide or federal office. In 2014, this amounted to 283 state legislators running for a different statewide or a federal office. Those 283 legislators represent 27.5 percent of all state senators and state representatives that left office in 2014.

2014 results

HIGHLIGHTS
  • Of the 283 incumbents who ran for new office, 130 (46%) won election. There were 90 (32%) incumbents that lost in primary elections and another 63 (22%) that lost in the general election.
  • The majority of the 283 incumbents were state representatives running for state senate.
  • Republicans were more successful than Democrats, with 87 of 153 GOP incumbents (57%) winning in the general election compared to 43 of 129 Democratic incumbents (33%).

    Democrats

    Compared to Republican candidates, Democrats advanced past primary elections at higher rates. This is especially true for candidates running for state executive or judicial office. However, Democrats experienced much higher rates of candidates being defeated in the general election.

    Republicans

    There was a significant difference in the success rate of Republican state representatives running for state senate compared to their Democratic counterparts. Just 46 percent of Democratic candidates won in the general election compared to 81 percent of GOP candidates.
